The new-entrant safety audit in Iowa

The FMCSA new-entrant safety audit works the same way in Iowa as everywhere else: it is a federal program. Every new Iowa interstate motor carrier is monitored for 18 months and undergoes a safety audit of the six factors (General, Driver, Operational, Vehicle, Hazardous Materials, and Accident), generally after at least 3 months of operation. What is specific to Iowa is intrastate registration, handled by the state.

When does the new-entrant audit happen for a Iowa carrier?

After a new entrant satisfies its pre-operational requirements, it is subject to new-entrant safety monitoring for 18 months, and a safety audit is conducted once it has operated long enough to have sufficient records — generally at least 3 months (49 CFR 385.307).

What does the audit check?

The same six factors evaluated in every state: General (Parts 387, 390), Driver (Parts 382, 383, 391), Operational (Parts 392, 395), Vehicle (Parts 393, 396), Hazardous Materials (Parts 171, 177, 180, 397), and Accident (recordable rate per million miles). This grouping is defined in 49 CFR Appendix A to Part 385.

What is specific to Iowa?

Iowa intrastate matters are handled by the Iowa DOT — Intrastate For-Hire Authority + Iowa DOT UCR page. These are separate from the federal new-entrant audit.

  • Intrastate reg required: Yes. For-hire carriers moving persons/property point-to-point within Iowa need intrastate travel authority: file Iowa DOT form 441052 for a motor carrier permit (property) or certificate (passengers). Most for-hire intrastate carriers must also hold an active USDOT number (an Iowa 'USDOT-IA' registration); taxicab services are exempt from the USDOT requirement.
  • UCR: UCR is required for INTERSTATE operation (crossing state lines) with a vehicle of GVWR/GVW of at least 10,001 lbs, designed for 10+ passengers, or hauling placarded hazmat; register annually at ucr.gov. A purely intrastate Iowa carrier is not the UCR target audience.
  • State fee: New Permit Application $150; New Certificate Application $150; Reinstatement $150; Name/Address Change $25; Permit Update $25; Tariff Update $10; Mailed Duplicate $25 (Iowa Code 325A.4). Online Safety Education Seminar fee $200 (liquid-nondairy and passenger carriers of 16+ incl. driver).
  • Notes: Also required: Form E liability & property-damage (LPD) insurance filed by the insurer with Iowa DOT (federal limits are the minimums; e.g. $750,000 for nonhazardous property vehicles 10,000+ lbs GVWR), a signed safety self-certification, cargo insurance (no proof filed), plus a financial statement (liquid-nondairy/regular-route passenger) and tariff filing (household-goods carriers).
